A Case Study of Success in the Participation Process of Urban Transformation Projects: The Example of Cedit Neighborhood Risky Area Urban Transformation Project

Abstract:

Urban transformation applications are widely used within the scope of improving the idle areas in the cities, increasing the quality of life and improving the urban space. However, the fact that the urban planning processes, which have a multidimensional structure, are mainly handled through the physical and economic dimensions and the targets for the social dimension are ignored, brought criticisms about the traditional planning approach. In the planning literature, especially in the 1960s and after, it has been discussed that all segments of the society should be included in the planning processes and that processes based on cooperation and understanding should be experienced. With the 1970s, participatory planning began to take place on the agenda of various international conferences for the implementation process. Ensuring the participation of citizens in the urban planning processes within the scope of the right to participation based on the third generation of human rights is of great importance for the sustainability of the implemented plans. Urban transformation practices have a structure that includes the processes in which close relations are established between citizens and those who carry out the implementation. Even in planning applications, participatory processes, which are not fully settled yet, are more needed in urban transformation applications. In urban transformation processes in Turkey, there are practices that are partially participatory, legislation-oriented and dominated by implementing actors. The high rate of consensus in the project processes in our country brings with it the opinion that the urban transformation projects are successful or unsuccessful. While reconciliation processes are an important stage of participation, a successful participatory process does not mean that the process has taken place. In this thesis study, in the context of examining the phenomenon of success in the participation processes in urban transformation projects, the example of Kocaeli Province Izmit District Cedit Neighborhood Risky Area Urban Transformation Project was selected. The selected sample area has a 99% consensus rate, which is a record level in Turkey. Within the scope of the law numbered 6306, field research was carried out in the sample area where the urban transformation application was made in the 12.ha area and the actors involved in the plan and project process were determined. Research data is based on interviews with actors through field research and semi-structured interview technique. The stages of the urban transformation process of the sample area, the actors involved in the plan and project process, the relationship between the actors and the effect of this relationship on the participation performance are examined. It is revealed that participation practices in the urban transformation process coincide with which of the participation levels in the literature. A contribution has been made to the literature in order to evaluate the role and effect of actors in the participation processes of urban transformation projects and to develop participation methods through the sample area examined by the thesis study.
