Project Abstract
The aim of this study is to examine the preparatory program of the department of foreign language education within the framework of Patton’s Utilization-Focused Program Evaluation Model. Specifically, the study investigated the strengths, weaknesses, and areas for improvement of the program, as well as whether it contributed to students’ general English proficiency. In this context, the study included 77 preparatory students (38 in the first year and 39 in the second year) and five instructors. Data were collected through face-to-face interviews, English proficiency exams, and the Nominal Group Technique.
At the end of the study, both students and instructors reported that the program contributed to the students’ general English proficiency. This finding was further supported by statistically significant differences observed in the comparison of the English proficiency exam results (CAE) across two consecutive years. Additionally, the need for improvements was identified in several areas, such as teaching the four language skills separately, lack of individualized instruction, and technical deficiencies.
Suggestions for improvement included implementing a process-based assessment system instead of LMS-based evaluation, using up-to-date and profession-related materials relevant to teaching, and establishing a fully equipped listening laboratory. As a result, alongside many other positive effects, the study shows that the joint evaluations made by instructors and students in the first year had a positive impact on students’ academic success in the second year.
