Prof. Dr. Candan ÇINAR ÇITAK Urban areas are dynamic and complex systems. The phenomenon of urban regeneration is gaining more and more importance as a response to challenges posed by rapid urbanization. Urban regeneration practices involve various stakeholders who employ comprehensive and integrated approaches to address economic, social, and environmental dimensions, resulting in diverse effects on sustainable development. Due to social and physical transformations, it is necessary to develop scientific approaches appropriate to the global complexity and dynamic development patterns occurring in cities. Understanding the networks of relationships between stakeholders is critical in developing physical, economic, and social restructuring processes and decision-making models related to the processes that involve the participation of stakeholders in urban transformation projects. The main goal of this study is to create a new way of thinking about how stakeholders are connected in urban transformation projects using "Actor-network theory" (ANT). The goal is to build a network of connections between stakeholders using a flexible mapping method that can help, grow, and adjust to different changes in urban transformation projects. To achieve this, we studied urban transformation projects through a meta-analysis and developed a framework to understand how stakeholders interact and relate to each other, allowing us to analyze their changing relationships. The study focused on building a model for decision-making and its parts by using network mapping based on the Actor-network theory (ANT) to address relationship problems between stakeholders in urban transformation areas. The goal of the system framework model is to create effective decision-making models using analytical components designed for all parties involved in transformation processes that have different characteristics. During the model development phase, we conducted sample field studies to assess the applicability and evaluation of the analytical framework. In the network of relations that revealed the potential of the stakeholders in the decision-making process, the visualization of stakeholder relationships was made via the web portal for network mapping. It is thought that the findings obtained because of the study will contribute to the development of decision-making models for transformation applications in urban areas. As a result, the issues between different parties involved in urban transformation projects were looked at using the ANT approach; a digital network map was created to help solve these issues, and a framework model for decision making and its parts were suggested.
