Özet
Energy Communities are increasingly recognized as key enablers of decentralized, low-carbon, and socially inclusive energy transitions. While the European policy framework has accelerated Energy Community deployment in many countries, their development remains uneven, particularly in emerging and widening innovation ecosystems. This paper assesses the current readiness of Energy Communities in Türkiye through an integrated analytical framework covering technological, market, regulatory, operational, and societal dimensions. The analysis combines structured desk research with stakeholder insights to identify key barriers, enabling conditions, and capacity gaps affecting energy community deployment. The findings reveal that Türkiye exhibits strong technological potential and growing societal openness toward community-based energy models, but faces significant constraints related to regulatory ambiguity, limited market adaptation to collective ownership, and insufficient operational coordination at the local level. Societal factors such as energy poverty, inclusivity, and public acceptance emerge as critical drivers that remain underutilized in current policy and practice. The paper concludes that unlocking Türkiye's energy Community potential requires coordinated institutional innovation, targeted capacitybuilding, and integrative support mechanisms that align national energy objectives with local implementation capabilities. The results contribute to the broader discourse on community energy transitions in contexts characterized by rapid energy system transformation but limited institutionalization of collective energy models.
