Turkey’s pandemic management took different forms depending on the dynamics
of the Covid-19 pandemic. Turkey adopted preventive measures before the
virus entered the country (between January and March 2020). The Emergency
Operations Centre in Ankara began to monitor virus-related developments
in the world, flights to and from various countries including China were suspended,
the Scientific Advisory Board (SAB) was established,which consisted
of medical scientists assigned to develop measures combatting the Covid-19
pandemic, and a Covid-19 disease guide was prepared. After the World Health
Organization (WHO) announced the Covid-19 outbreak as a pandemic and the
first Covid-19 case was reported in the country on March 11, restrictive measures
were enforced that included international and inter-city travel restrictions,
the shutdown of schools, universities, businesses, and other public places,
and lockdowns. Even though restrictions were gradually loosened after June
2020, lockdowns continued intermittently from October 2020 until May 2021.
Turkey moved to the full normalization stage with the start of face-to-face
education in schools and universities in September 2021. On March 2, 2022,
the outdoor mask-wearing requirement was lifted.
