İçinde olduğumuz dönem; doğa, toplum, mekan ve siyaset üzerindeki yansımalarıyla bir krizler dönemi olarak yaşanmaktadır. Yaşadığımız bu kriz döneminin problemlerinin hem sebebi hem de sonucu olan ve bu krizlerden en fazla etkilenen yerler yine kentlerimizdir. Farklılaşan taleplerin ve çeşitlenen toplulukların birlikteliğinin mekanı olan kentsel yaşam alanlarının geleceğe dönük en önemli gündemlerinden birisi 'birlikte yaşam' krizidir. Bu krizlerin varlığı, başta şehir plancıları gibi meslek insanları olmak üzere, hepimize birlikte yaşamak ve ortak geleceği birlikte inşa edebilmek konularında çeşitli ve önemli sorumluluklar yüklemektedir. Bu sorumluluk alanlarından birisi olan ve bahsi geçen tüm kriz konularıyla ilgilenen bir uğraş alanı olarak Şehir Planlama mesleği, tüm yaşanan krizlere ek olarak, mevcut tahakkümün de etkisiyle, hem uygulama hem de meslek etiği alanlarında bir meslek krizi yaşamaktadır. Konu edilen tüm bu kriz tanımlarının ve tespitlerinin ortaya koyduğu sorunları aşabilmek için, başarılı Birlikte Yaşam koşullarını nasıl inşa edebileceğimizi, hep beraber yeniden tartışmak zorundayız. Bu hedefe adım atabilmek için de öncelikle birlikte yaşam konusundaki ortak temel ilkelerimiz ve etik çerçevemiz konularında uzlaşmak zorundayız. Bu yazının konusu; bu uzlaşma alanlarını, çeşitli örnekleri içerecek biçimde, tartışmaya açmaktır. Bu tartışmanın ardından, bu çok yönlü ve çok ölçekli kriz ortamının aşılabilmesi için hepimize gereken uluslararası ortak ilkeler olan eşitlik, katılımcılık ve kapsayıcılık ilkeleri ele alınacaktır. Kentsel kültürel haklar ve kentsel adalet bağlamında Habitat III Yeni Kent Gündemi’nin de ortaya koyduğu hedeflerden olan Kapsayıcı Kent ve Kapsayıcı Planlama hedefleri yazının son bölümünde bir yöntem önerisi olarak değerlendirilecektir.
The period we are in; it is experienced as a period of crises with its reflections on nature, society, space and politics. Our cities are the most affected by these crises, which are both the cause and the result of the problems of this crisis period. One of the most important agendas of urban habitats, which is the place of differentiated demands and diversity of communities, is the 'coexistence' crisis. The existence of these crises raises a variety of important responsibilities, especially for urban planners, to live together and to build a common future together. As one of these areas of responsibility, which is concerned with all the crisis issues, the City Planning profession, in addition to all the crises experienced, is experiencing a professional crisis in the fields of practice and professional ethics with the effect of the existing domination. To overcome the problems posed by the definitions and determinations of all these crises, we have to re-discuss how we can build successful Living conditions. To achieve this goal, we must first agree on our common basic principles of living together and our ethical framework. The subject of this article; this is to open up debate areas, including various examples. After this discussion, the principles of equality, participation and inclusiveness, which are all internationally recognized principles, will be discussed in order to overcome this multi-dimensional and multi-scale crisis environment. In the context of urban cultural rights and urban justice, the objectives of Inclusive City and Inclusive Planning, one of the targets set forth by the Habitat III New Urban Agenda, will be considered as a method proposal in the final part of the paper.
