The Earth we live in, carries a vitality that has been the scene of changes and several events throughout the history. The states, societies, and economic boundaries between them which are in the background of these changes, are important issues that is affecting this vitality. While industrial revolutions were a phenomenon that deeply transformed the Earth we live in and rebuilt the building blocks of transformation, how England went about this revolution has been a widespread research topic by the researchers. This study examines that before the road to the industrial revolution of England, which made a sharp transformation with the industrial revolution, what England experienced in the 17th century in terms of state, society, and economy and how it changed from the classical structure of its period are examined. On the other hands, this study examines also, the Ottoman Empire, which was at the peak of its power in that period, and where it put itself in the transformation on the way to change and what it went through in this process. TR İçinde yaşadığımız yeryüzü tarih boyunca çeşitli olaylara ve değişimlere sahne olmuş birhayatiyeti taşımaktadır. Yaşanılan bu değişikliklerin arka planında olan devletler, toplumlar vearalarındaki ekonomik bağların dönüşümleri ise bu hayatiyeti etkileyen önemli konularolmaktadır. Sanayi devrimleri ise dünya tarihini derinden etkileyen ve dönüşümün yapı taşlarınıyeniden inşa eden bir olgu olurken İngiltere’nin bu devrime nasıl gittiği yaygın bir araştırmakonusu olmuştur. Özellikle bu çalışma, sanayi devrimleri ile keskin bir dönüşümügerçekleştiren İngiltere’nin sanayi devrimine giden yolun öncesinde, 17. yüzyılda devlet,toplum ve ekonomik olarak neler yaşadığını ve döneminin klasik yapısından nasıl ayrılarakdeğiştiğini incelerken söz konusu dönemde gücünün zirvesinde olan Osmanlı İmparatorluğunuve değişime giden yoldaki dönüşümde kendisini nereye koyduğunu ve bu süreçte neleryaşadığını incelemektedir.
