This article deals with cross-border strategies which have had an important place in the efforts to lay the foundations of an eventual integration of the Balkan Countries in the European Community. From the standpoint of the EU, the importance of achieving and maintaining peace and cooperation among Balkan countries is obvious. From the standpoint of the Balkan countries, the chances and the timing of full integration with the European Union depends on the fulfilment of the structural criteria the EU had defined and delineated and on achieving harmonization with European codes, practices and standards in the economic, political, legal, ecological and cultural fields. It also depends on the success of the Balkan countries in achieving and further developing mutual trust and cooperation and in reducing the threat of conflicts and clashes to nill.
