Özet
In this study, it was aimed to determine the language learning needs of foreign convicts/detainees in penal institutions. The information source of this research, in which instrumental case study, one of the qualitative research designs, was provided by the interview technique. The study was conducted in two penal execution institutions in Ankara with administrators, teachers, experts, other penal execution institution staff and foreign national convicts/detainees who work with convicts/detainees. Thematic analysis and content analysis were used in the evaluation of the interviews and the findings were presented in tables. According to the findings of the study, it was seen that the language learning needs of foreign national convicts/detainees in penal institutions consist of social, personal and compelling needs, integration-based needs, language skills and academic needs. It has been understood that foreign convicts/detainees need written and verbal communication skills at a level that can meet their basic needs, especially in the personal and public spheres. It has been determined that the communication needs of foreigners in penal institutions are mostly with their friends and public officials. In addition to these; the need for learning basic terminology and structures including daily life, social life, legal-administrative field and basic terminology and structures including daily routine, physical-spiritual health, spiritual guidance, technical, shopping, goods, economic needs in penal institutions has been revealed. It was evaluated that mentioned would be beneficial to develop language teaching programs focused on these needs.
