The purpose of this study is to investigate the relationship between employee silence, organizational citizenship behavior and employee performance. Besides, this research aims to identify the formative relationship between organizational citizenship behavior and employee silence and employee performance. For this purpose, several scales designed after a comprehensive literature scan were applied to 353 employees from six different Turkish public institutions. The data obtained was processed via factor analysis, correlation, regression and Cronbach Alpha methods. The hypotheses on the relationships between employee silence and employee performance and between organizational citizenship behavior and employee performance were tested. Lastly, the hypothesis on the organizational citizenship behavior's role as a mediator variable between employee performance and employee silence was tested. At the end of the analyses, the said relationships were found to be significant. In the last section, the findings of the study were discussed in the context of the relevant literature.
