The subject of the study is the modernization/secularization process in which the Ottoman Empire, with a lack of an economic infrastructure, was superstructurally integrated into the capitalist system of the West and its traditional structure was systematically disrupted in the 19th century. The aim of the study is to present the criticism that the modernization/secularization of the Ottoman state and society actually caused the fundamental disruption of the Ottoman's unique structure that emerged within its own historical context, and to concretize it through the example of the ulema. The loss of the function of the ulema, which had an effective and respected position and was an important balancing administrative element of the traditional structure in the most glorious periods of the Ottoman Empire, is important because it is an exemplary factor in the deterioration of the Ottoman's unique structure. The problematic of the study is that the Ottoman Empire preferred Western solutions instead of finding solutions to its own problems within its own structure and gave up its own essence for this purpose. The criticism modernization/secularization process of the Ottoman Empire and the transformation of the ulema, who were the representatives of Islam, were limited to the conditions of 19th century.
