Özet
This article examines the redevelopment of Fikirtepe in Istanbul to show how state restructuring reconfigured the legal, financial, and institutional relations through which urban redevelopment was organized. Combining ANT-inspired relational tracing with assemblage thinking, it follows successive moments of coordination failure, judicial intervention, financial disruption, and public-led reorganization. Based on legislation, planning documents, judicial decisions, administrative records, financing materials, and media archives from 2012 to 2025, the analysis shows that redevelopment did not proceed linearly. Periods of stabilization were followed by renewed disruption as state-mediated interventions shifted over time. The article argues that the state is better understood not as a single regulator, but as a differentiated set of public capacities whose roles changed across the process. It concludes that stabilization and dispossession-like pressures may coexist when delay, compensation uncertainty, and interim housing burdens are displaced onto affected rights holders.
