the social and emotional learning skills of secondary school and high school students. Since both

this literature review process, 5 books, 1 book chapter, 5 reports prepared by different institutions, 1
guidebook, 6 articles, 4 doctoral theses and 3 master's theses were scanned. From the literature, 29
different situations regarding parents were identified and 77 competence items were created from these
situations. The competency items created in the second stage of the research were presented to expert
opinions using qualitative research methodology. At this stage; The opinions of 8 experts from the fields
of early childhood education, classroom education, child development, educational programs and
teaching, guidance and psychological counseling were consulted. At this stage, the qualification items
were rearranged according to expert opinions. In the third and final stage of the research, data regarding
the qualification items were collected in accordance with the quantitative research methodology. At this
stage, the opinions of 49 experts from the fields of educational sciences, child development and
psychology were consulted using the Lawshe technique. Necessary arrangements have been made for
the parental competence items that have been filtered by experts. In conclusion; 25 items in the selfawareness dimension, 20 items in the self-management dimension, 10 items in the social awareness
dimension, 8 items in the responsible decision-making dimension and 18 items in the relational skills
dimension were determined as parental competence. As a suggestion in the research; It is recommended
