IMO’s Marine Environment Protection Committee on pollution matters organize meetings for several
subjects for amendments on inforce regulations and new developments. This committee is responsible
for issuance of Marpol 73/78 Convention with its amendments and also International Code for the
Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk and its amendments too.
Major amendment on Marpol Annex 2 is for tank cleaning, cargo residues and tank washings of
persistent floating products on defined particular areas. Regarding amendments for IBC Code 2020
edition, there are several changes on chemical liquid substances amended properties and also some
equipmental regulation amendments. Main aim of MEPC is decreasing pollution harm and hazards from
vessels during tank cleaning in sea after discharging of persistent floaters. New research on chemicals
are also followed by IBC Code new edition which will consist safer carriage of noxious liquid chemicals
in bulk. Adaptation to new regulations needs a full integrated process including full understanding by
office staff, implementing into safety management system of shipowner company, organizing training
and keeping records for vessel’s crew and performing operations basis on these steps. When it is checked
with several vessel crew and shipowners, it still seems there are unclear points for understanding of
differences and comparisons with ex regulations. In this research, new regulations and their correlation
with analysis of last regulations were performed.
